I'm assuming you are talking about Rules & Regulations, you can visit different individual HOA websites and cage what you want from them.

Whatever you end up writing should have definitive words in them like shall or shall not which defines what must be done or not done; avoid ambiguous words like may, unless the H/O or Board truly has an option in the matter.
