If you pay your HOA dues and have a new landscaper that some don't like, is it possible to hire your last landscaper to do your yard and have management take it out of the HOA to pay them instead of new one you don't like?

In very simple words Fran, NO!!! You owe the dues no matter what you decide to pay for by yourself. Some don't like him? Tell the Board if you are not satisfied with the quality of the work. Perhaps they cann address the landscaper and have corrections made. Going off on your own is not a wise thing to do. It's all about communications and there seems to be a gap here.
