the board president assaulted a co owner at our pool,can the condo be sued for his actions?

Was the president acting in any sort of board or committee role i.e verifying that people were allowed access to the pool etc?

the resident was sitting at the pool reading a bag of pool shock the pres said he went to the pool to confront him ,he grabbed the bag of shock,and punched him in the head,now the co owner says he has a ongoing eye injury and is suing the association for vicarious liability,are we responsible for the board members actions?

In the good old US of A, anyone can sue anything for any reason.
I shall assume, however, that what you meant to say is "Does the HOA have any tortable liability in this situation?", and the answer to that is in the answer to this question (already pointed out by the other poster):
Was the individual acting as an officer of the HOA, in any official duty or function, or was he authorized by the board to take such actions or activities upon himself?

Most people do not just walk up to a resident and punch them for reading a label. Did the Board Member think the resident was going to dump the shock into the pool?

I could see a Member taking action if he thought a resident was about to cause a safety issue by putting chemicals into the pool. You can't let a resident start adding shock to the public pool- could be dangerous to the people swimming.

That said, he could have just grabbed the bag and skipped the punch!

I suspect there is more to the story, so I would not worry too much.
