How do I find out who the homeowner association members are. I am trying to build a shop on my lot and the design members need to see the plans for the shop. Where do I go to find out who they are.

You could try asking some of your neighbors or write to the address where you send your assessments. If that fails you could try contacting the WY Secretary of States office and ask for contact information for the registered agent.

I don't think you'll find out who the "design members" are by looking at the membership list of the HOA. Someone must have contacted you to let you know that the "design members" need to see your plans. Surely they gave you an address to send your plans to. But, if not, then I would suggest contacting the person who contacted you.

Fernando, I also hope you have read your deed covenants/restrictions because most of the deed restricted communities that I know of would not allow a "shop" to be built on the lot.

Have you determined that the structure you are planning is even allowed yet?
