I've just had my landline re-activated after several years without. However, there's no dial tone. I called AT&T who are sending an engineer, and I was told any costs involved repairing the line even inside my unit should be bourn by the HOA according to a California law that relates specifically to phone lines.

Can anyone verify this?

Jason,

It sounds like the HOA is responsible for all wiring except once it enters past the interior walls of the unit. Then it is owner responsibility.
