Does anyone know if it is required to use the parliamentary proceudures in an open meeting (HOA meeting) in the state of OKlahoma?

If you are referring to Robert's Rules of Order; it is only necessary to use RRO if it is so stated in the assn's bylaws.

Your corporation's board takes a risk if it does not have some kind of procedures to follow at meetings.

My recollection is that courts have held that there must be basic fairness in meetings and actions even if a parliamentary procedure is not specified. That only makes sense. Absence of a specified parliamentary procedure is not authorization to be arbitrary and capricious — to act in an unfair manner.
