Our HOA has a reciprocal agreement with the homes that are right next to our condo community. They pay to use shared amenities, the pool and exercise room, the playground the common picnic area. We had people from the homes at the pool with candy and water(against the rules) and then they left their garbage there to pick up...which I did. I informed the HOA Pres of the homes and she is sending out warnings. Our community has a zero tolerance and our owners are fined for those violations.
We also had our pool closed by the board of health(we are waiting for an engineering report) and their people were swimming(a misdeameanor violation) and she also wants to send out warnings ours were fined.
How do I handle this?

IMO, the reciprocal agreement should state that the members of the "homes" community must abide by all the pool rules and if they don't they can be fined accordingly. If this is not in the reciprocal agreement, then, IMO, the agreement needs to be amended accordingly. Also, does the reciprocal agreement have a termination clause? If so, look at that very closely to see if there is a basis to terminate.
