Hi, Does anyone know where I can get more information on whether or not a bill has been passed in my state (DE) regarding protection for Home Owners with restrictions given by the HOA for owning/installing clothes lines?

It might be under solar energy bills.
If you do find it read it carefully. VA had a similar bill (that was defeated) that would have allowed solar drying devices (clothes lines) but it would have only applied to HOAs that had not previously banned themed. Therefore, even if your State does pass a law it might not apply to your development.
