Our HOA consists of 206 families. We have minimal participation of residents that serve on committees or on the board. Most board members serve on one or more committees. This is just because of lack of participation. At our annual HOA meeting the last two years, the most we have gotten to attend a meeting is around 40 families. Another issue is rules enforcement. Everyone expects the board members to be the police of the neighborhood. We have neighbors who will come up to us to point out a violation and expect us to go and correct it instead of informing their neighbors of a rule violation. I have a resident who fishes the ponds on side of the no fishing sign but he and his wife will complain to me about enforcing pool rules. Does this go on in other HOA's and how do you handle these situations? Thanks.

Our community comprises 191 single-family residences. Participation at the annual meeting usually is 20 - 25 families. However, last January we had a special meeting to consider increasing the annual assessment significantly more than the allowed 5%. Participation was about 45 families. Frankly, I expected more.

Greg yes it's normal behavior, people always assume the rules are meant for others. What you can do is enforce the CC&R's fairly and consistently. We almost always give a H/O a chance to correct the violation before we fine them but if they have the same violation within a year they get a fine; this is where keeping accurate records becomes a must. Also with regards to your fisherman, I would check with your local fish and game officer if a license is required on private property and the next time you see him out there I would call the game warden on him. That is in addition to a letter/fine from the HOA.

Studies show that 5 out of 4 people have problems with fractions

Thanks Glen. It just drives me crazy that the enthusiasm others have when reporting violations yet don't think the rules apply to them when they are in violation. Another issue we have is with fences. When the developer was running the HOA he was not making sure people building fences were in compliance. Now we face a struggle everytime our ACC tells a resident his posts must be on the inside of his fence. They immediately say, "The guy down the street didn't have to follow the rules, why do I"?
