Our HOA consists of 206 families. We have minimal participation of residents that serve on committees or on the board. Most board members serve on one or more committees. This is just because of lack of participation. At our annual HOA meeting the last two years, the most we have gotten to attend a meeting is around 40 families. Another issue is rules enforcement. Everyone expects the board members to be the police of the neighborhood. We have neighbors who will come up to us to point out a violation and expect us to go and correct it instead of informing their neighbors of a rule violation. I have a resident who fishes the ponds on side of the no fishing sign but he and his wife will complain to me about enforcing pool rules. Does this go on in other HOA's and how do you handle these situations? Thanks.
