Would it be possible for an HOA to arrange a charter bus and group rates to Sea World? Sea World is 80 miles away so the trip would be 2 hours to and fro, 8 hours there and include a meal. Residents would be required to pay their own share (trans+ticket) so no HOA money would be used.

My concerns would be safety, legal liability and the 5,000 things I haven't considered. I just think it would be a blast for our neighborhood and help bring the community closer together.

Any advice would be greatly appreciated.

Why bother with HOA sponsorship if the it's not going to bear any of the cost? You could just do it yourself, personally, or ask another resident to make the arrangements.

Absolutely skip the HOA involvement. Are there any clubs within the members?

Community spirit may be at an all time low and the HOA could really use the mileage. We are having a hard time maintaining the “tight knit” community feel the neighborhood started with. A successful trip could really be a shot in the arm for the lagging morale.

We are also looking at other ideas, but this one would certainly make a splash!

Only if your documents or bylaws state that development of community and social relationships is a part of your purpose.

Otherwise, the liability would be outlandish. You'd even have to purchase one day event liability insurance.

If that's the case, you might think of at least advertising the trip as a sponsored event just to see what kind of response you'll get. It might tell you how many are on each side. Maybe an intra-community squabble is what you need to remind everyone the HOA is still around.

Even though the alleged reason is for "community spirit," it doesn't have to be an HOA-sponsored event, and I really don't know what you mean by saying that the HOA could use the "mileage"??

"Mileage"
- a lot of bang for our buck
- great press
- it could mend a lot of fences between the board and community
- goodwill

Marco, you can get all of that without the association formally "sponsoring" it. The residents themselves can form a group and move the project forward.
