I recently purchased a gold cart to go back and forth to our pool/clubhouse. There is nothing in our rules, docs, etc about golf carts. The BOD said I should have asked "permission". OK now they made new rules about golf carts, and I have to keep it in garage. Have headlights, tail lights,, windshield, and blinkers.Which I do. But as far as where I keep it should be up to me. Any thoughts on this? This is a single family home community. But the rule was put in after I purchased the cart. Again any thoughts about the ruleing "after" it was purchased.

The first thing that comes to mind is why would you want to keep this expensive vehicle outside? It can be easily stolen, not counting the damage it will suffer from the elements so I would garage it.

Now if you are digging in your heels about the Board instructing you to keep it garaged, then that is just plain foolish to start a war between you and the Board over this.

And lastly, do you have CC&R restrictions on parking in the driveway, vehicles parked outside or requirements that all vehicles are to be parked within the garages? How about "other motorized vehicles? From experiences with my living in a golf course community, we had some rules about cart use even without the CC&Rs addressing the carts. We had age restrictions that no one under 14 could drive them, no more that 2 persons if it was a 2 seater and all carts had to have street worthy equipment like yours does, aka lights, blinkers, etc. So there may be some strength in what your Board has told you.
