If a ballot for a special assessment is not signed (outer envelop), can the ballot be returned to the homeowner for a signature? If not, can the homeowner sign it at the meeting before the votes are counted, or sign a proxy in order to vote?

Since the outer envelope method is used only when the ballots are mailed in, if the member comes to the meeting he/she can just cast a ballot -- the envelope is not needed. However, if the member is not going to attend the meeting, then YES the envelope could be returned for his/her signature IF there is enough time for it to be returned b/4 the meeting.

If the member is attending the meeting I don't understand why he/she should have to sign a proxy to vote. A proxy is only used if the member is unable to attend the meeting.

To validate the vote, yes, the outside would have to be signed. But, as stated before, if this person attend the meeting to cast a live vote, the mail in is mute.

Contact this member and ask what is going on and if they plan to use the mail in ballot or attend the meeting.
