What are the guidelines for removing a Board Member?

One person on our Board is not fit continue to hold the position. This person:

-Often appears to be drunk during the meetings.
-Storms out of a meeting if a vote doesn't go his way.
-Is verbally abusive to Board Members, residents and Property Managers.

We're hoping he doesn't get re-elected next month. If he does, a few valuable Board Members said they will resign.

What do your governing documents say about it. This is probably in within the Bylaws of the Association.

Generally, but check your HOA's bylaws for specifics, a petition is signed by members of the Association demanding a recall election. A meeting is called and an election held. If there is enough votes the member is recalled. If there isn't enough votes, the member stays.

Since your election is next month, I doubt that there is enough time to coordinate a recall election. I would suggest that you solicit proxies from other members so these there are enough votes not to re-elect.

By the time you could get everything needed for a recall, your elections will be upon you. Just make sure that he does not get reelected. Davis-Sterling is where you will find recall requirements for California HOAs.
