I am wanting to know if the members of an HOA can petition in having a bylaw changed...
What they want to do is change the seat of directors to that if you are appointed a seat on the board then at the next annual meeting the seat will be voted on. So, if the person who was appointed wants to keep that seaton the board it will not be for the duration of the open seat rather the person will have to be voted for at the next Annual Meeting.

Tam, yes the members can petition, in accordance with the current bylaws, for a meeting to vote to amend the bylaws.
