The board is considering a new rule that would require unit owners to allow a third party consultant to review the interior of their units once a year to assure that the unit is "safe," in other words smoke alarms are functional, there is no problem with vermin, etc. Our by-laws indicate that the board is responsible for assuring the safety of both exterior and the interior of the units. Is this a reasonable requirement?

If this is a condo, there should be some type of "right of entry" in your documents. If not, find some other condo and copy theirs if it fits, if not, amend it. There also should be a clause requiring the management have current duplicate keys. If your management has never had duplicate keys, train them in security measures. Agaim, I would ask some close by condos how they do it.

I hope you are not talking about an HOA'''''''''''the answer there will be "nO", nearly 100% of time.
