Anyone's opinion?

Our HOA has a lease with the Developer on a Community Center which previously was to be conveyed. The HOA is installing tvs, curtains,
wall decor, etc. within the CC.

Can the HOA set an assessment to every household for these items to be installed in a building that is not owned by the HOA?

More than likely yes they can. I know this is not the answer you want as this is the third time you’ve posted this question but the answer is in your CC&R’s and you need to read and understand just what powers the BOD has. More than likely somewhere in there it gives the BOD the right to enter into agreements of this nature and as long as the HOA has exclusive use of the community center it IMO has the right to furnish / decorate it. Worst case scenario if the HOA should loose the right to the CC, the things the HOA bought would remain property of the HOA and could be sold to re-coup some of the money.
