The quorum would be whatever your documents call for to have a meeting; other than that its just a bunch of people talking.

Why old you call a special meeting for the purpose of discussion? I would have just announced a town meeting.

A Special Meeting would have required Notice and should have stated the purpose of the meeting (discussion of issue with some kind of vote - perhaps even just voting to establish a committee)

I personally would not have gone to just "talk"

I did get the petition, stated the purpose and got the board to set a date. As far as talking, guess I am old-fashion in that I like to give people a chance to voice their opinion and share pros and cons before moving forward. Those people who just sit around and talk have just as much right to talk as anyone else. They paid for that privilege.

A "special meeting" where there is no business conducted, since none of the attendees are board members, IS just people sitting around talking.

If you are not conducting any HOA business (which if you are not officers or directors, you most likely would not be), then it's just a bunch of people getting together to talk.

There's nothing wrong with that.

I would encourage as many residents get together and talk about their HOA and what they want and expect from it as often as possible.

You won't be able to vote any amendments, for example, nor would you be able to conduct business, but you can plan the hell out of a course of action to secure quorum at the next OFFICIAL member meeting where you WILL be able to do something.

Whatever. Sounds so noble. But I would consider more of a responsibility than a "privilege."

It's THEIR HOA.

It's not a "privilege" to get together to talk about it. It should be a responsibility.

If you are interested in having a meeting of the member just for the purpose of discussing a few issues, I would not call it a special meeting. Just send out a notice for an informal meeting and indicate what you would like to talk about. Since no business is being conducted, IMO, you don't have to go through all the hoops of petitioning the board for a special meeting and worrying about attaining a quorum. Just have an informal get-together.
