I have found that most HOA forums are not that good, so I coded one from scratch for use. We have found it useful. A demo of it running is available here.

Free software is available that is well developed and flexible. In my investigation, I found phpBB software to be very capable of providing a discussion forum for owners associations. It is in its third generation of development. Free sites are also available, but include a few ads.

The Mount Pleasant community in Washington DC provides such a forum with phpBB software. Note the features and capability of the software.

Thanks. I know about that software. It will work OK. It just seems so 90's.

We incorporated voting for topics (big issues rise) and flagging topics as inappropriate or spam. Users get reputation for voted on topics and answers. Big tabs on the front page allow you to sort topics by recent, popular, hot, or no replies. HOA members that post have a special HOA icon next to their user name. I don't know if these features appeal to others. Just bringing some ideas.
