is there a rule/law that limits the types of items that a condo owner (in a multiple unit)
can put in a hallway (common area)?

Well, if there isn't, there should be.

Try contacting your local fire department and see if they have any guidelines, rules, regs on hallway obstructions.

If there is not a rule, then your association should enact or write one. Nothing should be allowed in common halls as they are restrictive to clear passage. Fire Dept would be a good place to find out what the laws are. But your association needs to take care of a rule asap.

Dan the powers should already be in your documents, probably in several places, the first should be a description of the common elements. The next should be what the approved use of the common elements are and finally a section on if the H/O changes the common elements in anyway they will correct it.
