My HOA Bylaws refers to "the Ford Concepts, Inc., Protective Covenants dated May 4, 1979 and the Westinghouse Electric Corporation Declaration of Restrictions dated April 20, 1979"

Has anyone ever heard of these documents?

No, but the way to check would be to go to the county registrar of deeds and check for all recorded instruments tied to the associations, or your, property. Any covenants or restrictions should be found there.
