If a petition is being circulated for signatures for a special members meeting (eg. to change bylaws, remove board, etc.), is there a time limit on delivering it to the board or management company before the petition/signatures "expire"?

I've never heard of a deadline for delivering a petition to the board, only a deadline for the board to act on the petition. You may want to check out Davis-Stirling although I don't believe this is addressed there.

IMO, one petition to change bylaws and remove board members is not a good thing. It think it best to keep these 2 issues separate. Some people may not sign because they are not in favor of doing both and you've effectively lost a signature.
