My HOA has what they call Covenants and By-laws. There is no mention in the HOA documents that state CCR's or rules. I am assuming CCR's = Covenants and I know what by-laws are. So then, what are "Rules?" I read on several posts on this site that states Rules are hard to govern or enforce as CCR's are specific. So what are "Rules?"

In Colorado we call the governing documents by a few names but yes Covenants are the same as CC&R's (Covenants, Conditions and Restrictions). The Covenants usually allow for the Board of Directors to develop a set of rules and regulations that expand on the restrictions already listed in the Covenants. Rules and Regs are not recorded with the County Clerk as the Covenants are but carry the same weight as the Covenats in terms of enforcement. The Rules if "reasonable" can be just as strong in court as the legal documents.
