When a resident brings in a request for an exterior alteration to their home to be approved by the A.C.C., is it the committees responsibility to make sure they have the proper building permits?

I maybe wrong, but I would think it would be the homeowner responsibility.

No Justine; however on my request form it states the owner is responsible to acquire all permits required and they sign and date this form.

The application should contain a disclaimer that approval of the committee or board does relieve the owner of obtaining any necessary permits and approvals from the municipality or county. That is the responisbility of the owner to determine if permits are necessary and to acquire them before beginning any work.
