Our HOA is setting up a "compliance Committee" This is a committee appointed by the Board, and it reports to the board. Can it also be made up of board members. Some of us disagree about this.

Our HOA is setting up a "compliance Committee" This is a committee appointed by the Board, and it reports to the board. Can it also be made up of board members. Some of us disagree about this.
Yes, Board members can be on the Compliance committee. However, if an owner challenges a potential violation no one on the Committee should be on the Hearing committee. When the Board also acts as the Hearing committee those Board members who are on the Compliance committee would need to recuse themselves. So if the Board is also the Hearing committee it is better if Board members are not on the Compliance committee.
