Has anyone had experience in those tags that one puts over the rear view mirror to show that that partcular vehicle is autahorized to be parked in the parking areas of the condo common areas? In my opinion, it would be a waste of money but am attempting to put together a pro and con for that concept. Keeping in mind that of our 300 units, 1/2 are renters who come and go and no one knows of the rental agreements. Some units have 3 vehicles instead of the normal 2 vehicles. Many owners fly in 2-3 times a year and then rent a car while they are at their unit for 1-2 weeks and then out again. I do not think it would work and would cost the HOA lots of money to keep up with the purchasing of tags and hiring of individuals to "police" the issuance of tags, etc. Any ideas on pros and cons??

Alex actually if you're having parking problems the tags are a good idea. The tags would be issued to the owners and it would be their responsibility to give them to their tenants. You could charge a reasonable deposit of say $20.00 per tag which they would get back when the tags were returned. As for the people that fly in and use rental cars they could keep them in their units and use them when in town.

Another problem is that most of the owners are away... then to issue a hanging tag to them, they would in turn send it to their tenant. They might prefer that we issue it directly t the tenant.....by so doing, who signs for the tag? I ask this because the tag will eventually be lost by the tenant and cannot make the tenant pay because they may be long gone. What could be done (which takes a lot of work) is to have the owner (away in Canada) authorize by email for the tenant (by name) to pick it up so if and when the tenant loses it or takes it with them, the owner would be responsible..... etc etc

Alex, you don't want to do it, I get that but come on. It's not the HOA's responsibility to hand them out to the renter's, unless the HOA for some reason acts as a managing agent for the rental unit. I mean theoretically these owners somehow manage to give the renter's the keys to the unit; they would handle it the same way. They (the H/O) could pass the deposit on to the renter the same as they are charged with it. Just as if the H/O has any kind of sense he will have it in the rental agreement that the renter will post a security deposit to fix the unit if it's damaged and that any fines for violating the CC&R's are passed on to the renter.

One of the major problems with the keys to the mail box.. etc going missing is that when the owner is foreclosed on, he is angry and leaves.. the bank takes it over and has to change the lock in order to get in.. the keys(to the unit... to the mail boxes.. and other keys, etc) are gone so who pays?

If they don't return them, then they don't get their deposit back and the HOA has the money to replace them since they only cost a few dollars each. It would be the bank's problem or whoever bought the foreclosed unit. If it were me and I bought a foreclosed unit I would personally change the locks; especially since I do it for homes that I buy that were voluntarily sold.

GlenL: Now.. think of 300 units... 300 tags and money being put down(say $20 for each). That is going to require an office staff to keep up with the bookkeeping, sending out of letters, etc... It is what I refer to as the "policing" of the system.

How do you handle any other account of your COA? While there may be an initial investment of time (as with any new program) once all the tags are issued I doubt there will be a large number of lost tags each week to deal with. If you don't want to do it don't do it but stop with the flimsy excuses.
