Mike,

Anyone can request the Board to add an item but the Board dictates what business it will handle at a meeting.

Obviously you want to discuss soomething at the meeting. Put it in writting and sign it. That does not mean that it will be added but hope for the best.

What meeting?

Board members can submit items for agenda under New Business when the presiding officer asks if there are any additions to the agenda. Best thing is to get a board member to bring your issue to the attention of the board.

If YOU are a board member, you can put things on the agenda at that time, also.

Likewise, at the Annual Meeting, any member can request that an item be placed on the agenda.

If this is a board meeting, there sometimes is a resident input time where you could speak (probably for a limited time) You can also write the board a letter and ask for a reply or resolution to your issue.
