Standards vs. Covenants

Help! We have Covenants but they are not specific regarding Standards, i.e., how high the grass can be, trash cans out only on pick up days, painting of fences, trimming shrubs, etc. Would a list of Standards be included with Covenants or could it be a separate item? Also, does the Association members have to vote on Standards or could the Board issue Standards and notify all residents? Thanks, Marsha

Just to be on the safe side of Texas, stop in at a close by HOA and see how they handle Rules and Regulations. It will probably be as Roger says.
