The roads in our subdivision are common ground or dedicated, currently gravel and approximately 30' ft. wide. The HOA is trying to implement a project to blacktop the roads. This would reduce the usable portion of the road to 16' ft. Can they do this?

Why can't the whole 30' surface be blacktopped? But, in answer to your question, if they are private roads and there are no spefications for the width in your CCRs, then I would say the BOD can have them constructed any width they choose.

I would personally raise a commotion to elect new members if this was told to me. I view it this way: Either the people saying this are stupid, or they think I am stupid. (Which by the way shows some lack of intelligence.) At any rate, that would disqualify them from my vote.

It doesn't take a genius to be a Board member. Then again it doesn't take a genius to figure out that blacktopping a road need not reduce it from 30 feet to 16. The only reason that could possibly make sense is to save money.

Now if nobody parks on that 16 feet of pavement it should handle two way traffic at slow speeds. Now the max width of a vehicle for normal travel is 80 inches. So two vehicles of this width meet there will be a bit more then two and a half feet to spare. This seem very doable to me though I would certainly be moving quite slow.

The big issue that I see is what happens to the 7 feet that goes unpaved on either side? If people park there then it will need some sort of maintenance. And that will be very expensive after blacktop is put down the middle. But it isn't like you would be able to grow anything there without a lot of work. In fact, I would guess it would take more then a decade for grass to grow well there (if the roads are well constructed now).

I would think it better to limit which roads receive the blacktop. I would personally think it better to focus on the most used roads first.

I'm thinking that the local fire dept. would not be too appreciative about that sized roads either. I am assuming there is no roadside parking, too.
