If a Board of 9 is making a decision (i.e. awarding a contract) should the President's vote be counted as one of the majority, or....only used in case of a tie vote with the other 8 members?? I simply can not locate the infor in Robert's Rules. Thanks Everyone.

Roberts Rules is NOT what you need to refer to. R.R is basically procedures on how to run meetings properly.

Your Articles Of Inc and Bylaws will tell about your voting procedures.The President normally has 1 vote, just as every other board member does. You should not have a tie vote with a board of 9 (uneven number) unless someone abstains from voting. You also should visit the Florida Statutes for full regulations on board voting. Look under Fl. Statutes 720 for a HOA, 718 for a Condo association and 723 for mobile home statutes.

But first and foremost, look at your own governing documents for Board duties and voting procedures.

The President is a member of the board so he votes and the vote is recorded. This is different from the US Senate where the VP only votes to break a tie, the VP is President of the Senate but not an elected Senator. I’m curious as to what prompted your question.

Look in RR under the provisions for small groups. The President of a 9 member Board may vote just like any other Board member.

yes - in fact RONR talks about the president's role in small boards (under 12) as one in which he/she can make motions, vote and particpate as fully as any other member. But search your documents, first. Some limit the role of the president.
