Can a husband, wife and daughter who are the developer and the owners of the land also be the 3 members of the committe of the HOA, and make laws for us to follow without consulting with the rest of the commuity?

Consult the declaration/master deed/ bylaws documents that were filed at the creation of your community. They should state if this is allowable.

If they do not, talk with your neighbors and then talk to the 'committee'. An open dialogue is a good place to start. Have they created bylaws that you find too strict or too hard to abide by for some reason?

As LisaS says: You must consult the governing documents of your community. In a new community, the developer basically makes the rules. In my limited experience in Colorado, it is typical for the developer to control a majority of the seats on the board until some specified point in time or at some specified point in the completion of the community.
If you think something is not right, then you need to consult an attorney. (And I'm not an attorney.)
