Probably not, if he don't want to list his phone number. But I don't live there, you do.
The fact is you should be able to contact your management team, if you have one, also your Board members.

The fact probably is that you signed an agreement when you purchased that gives you the rights of a member of the association. That onus is on you, and it is your responsibility to know how to participate in the agreement you signed.

Does your Board hold meetings, do you have a management company. does the board publish minutes, do you have an office on site, who do you pay your assessment to, have you seen any financial reports, attended a meeting, talked with a Board member, has you neighbors, are the concerned,?????????????????????

All questions much more important than the phone # of the President. Get involved, maybe the P:resident is the salt of the earth and has a sick wife and don't want his # listed. All kinds of stuff can happen.

I Googled this subject above and a ton of Realestate companies came up. I picked one and sent them an e-mail asking for HOA information.
If you are going to purchase there, surely you must have a realtor, ask them the question about the HOA. I will post it here if I get a reply.

Personally, I would not buy into any association I did not have accurate information about. You just have not pushed the right buttons yet. I also would not buy property that I did not phydically visit and inspect, and make personal contact with the BOD, not just the M/C.

From your last and assuming it is accurate I would tell whoever that did not provide the information you wanted to do it or you go to another whoever.

I expect the Registered Agent could be just about anyone.

What is the Title PD?

Of course this information means there really is (most likely)a filing of papers at the court house establishing the association, which means there could be additional information in the Property records, etc, etc.
And none of this means there is a problem with the association.
