We are townhome community that is still under constrution. Currently, the builder frequently has a street cleaner come in. The community will be complete this year. Does anyone else build street cleaning into their budgets? The street will be private property and not owned by the township.

We do. We have the streets cleaned by a company once per quarter. The cost is about $150 per sweep. This area is a privately owned area, about 120 10-15000 sq ft lots.

Melissa - the builder probably provides street cleaning because the construction process tends to bring a lot of dirt onto the streets. Once construction is complete, there shouldn't be much need for regular street sweeping. If your streets are publicly owned/maintained, you might even be able to call the city (or whatever agency is responsible for street maintenance) and request that they send out their trucks. Locally I can usually make a call and they will have the sweepers out within the week, with no impact on our budget.

It would help if you would state clearly if you are a townhouse condo or a townhouse HOA. Does what you post indicate that the property will be turned over to a freely elected Board and control will pass to the Homeowners when construction is complete?

If it is a Condo, the BOD is charged with taking care of all the real property of the condo complex, except that exempted by the Master Deed that defines the confines of the individual units. If it is an HOA the Board would be charged with taking care of all the property that is deeded to the HOA and would include any defined roads.

In both cases, I would suggest this charge for the upkeep of the roads be listed in the financials as a separete line item and budgeted, dependent upon how many times you wanted the road cleaned each year.

We are a townhome HOA and the community will be run by the HOA once dedication happens in the fall.

Sounds like a good idea to me. Since your streets are private, the HOA is resp. for all maint, etc. so this is a service that your city/co will not provide. The streets in my HOA are city owned and about once a month a street sweeper comes through. It's a big help because most residents don't bother to sweep the street in front of their home after a large trash pick-up, a monsoon wind, etc.
