Is it ever okay to interview resident volunteers for open positions on a board or committee? We have a resident who has been denied twice to join our ARB. Now, after interviewing her and another resident (whom they asked to be interviewed), the board is stating they would like to advertise the open position in our monthly newsletter. That is a great idea, if they didn't already have interested residents.

Our bylaws state we need to have at least 3 ARB members. Currently, they are a 7 member board (well, 6 right now, given they have an open position).

Do you interview people for your volunteer boards/committees (besides elected boards)?

Our BOD does not interview potential committee members. A board member may make a recommendation or on occasion a member will volunteer for a particular board. The Pres. makes appointments to the various committees and takes into consideration any recommendations. I don't know of anyone who has volunteered and not been appointed. Vacancies are announced on our website and in the quarterly newsletter.

In our HOA, committee members must be approved by the BOD. When the need for a committee of Association Members arises, there is always someone from the BOD that acts as the Liaison between the committee and the BOD. They host the first meeting of the committee, which is an organizational meeting. The Liaison makes recommendations to the BOD as to who is best suited for the committee. To have committee members that are counter-productive serves no one, and can be the cause of otherwise productive, creative members from resigning from a committee.
Once the committee is established, the Liaison steps back and acts as an advisor to the committee, making sure they are staying within the codes and governing documents in carrying out the committees duties. The committee members choose their own chair, and secretary, and if need be 2nd chair. The BOD also has a right and duty to remove anyone from a committee when in their judgement they are not acting in the best interest of the Association.
