One of our neighbors (6 total including me) has been 2 months delinquent in paying the HOA fees, is unapproachable in discussing it and ignores written request to confirm his e-mail, which is not working. What should be the next step to collect the fees ?

Use US Postal Service, NOT email to send anything official. Send a real letter, through the mail, and photocopy your policy on collection, foreclosure and what they owe.

Yea, unless your residents signed an agreement to communicate through email, you should be doing all communications through the US Post office.

Use registered or certified, or return-receipt-requested US Postal Service mail.

The next step, if they still refuse to accept the communications, would be to have the attorney handle it from there.
