What is the difference between Bylaws and Rules?

In the order of importance (or what takes precedence):

Federal laws
State Laws
Master Deed or Covenants
Bylaws or Conditions and Restrictions
Rules

Bylaws give the board or association the general powers to do certain things, rules add the specific administration

For example, a bylaw may give the association the authority to create rules and regulations governing the appearance of a home or lot. The rules would enumerate the specifc limits, i.e. paint color, fences, length of grass, landscaping etc.
