What do your documents say?

If it says "member's signature" then anyone who signs should be a member or it's invalid.

Your documents should also have the defintion of "member" in them.

Signing a petition is no different than casting a vote. If only one member per lot can vote then the same applies to signing a petition. If both the spouses are on the title then both are considered members and both have the right to vote. However, in most instances only one can vote, so it's up to them to decide which will vote or in this case, sign the petition. Check your gov docs to find out what the "voting rights" are. Usually this is in the CCRs under membership.
