Can a board in California set a price for cleaning fees when move in/outs are done, separate from a deposit which is returned if no damage is suffered. The cleaning fee to take care of carpet that is dirtied or walls scuffed, for example...... Let's say it costs us $ABC/hour to pay our cleaning person - so that's what we would charge as a cleaning charge (see below) or something like that......
Any thoughts, suggestions on this?
Civil Code ยง1366.1. Excessive Fees Prohibited An association shall not impose or collect an assessment or fee that exceeds the amount necessary to
defray the costs for which it is levied.
