Can a board in California set a price for cleaning fees when move in/outs are done, separate from a deposit which is returned if no damage is suffered. The cleaning fee to take care of carpet that is dirtied or walls scuffed, for example...... Let's say it costs us $ABC/hour to pay our cleaning person - so that's what we would charge as a cleaning charge (see below) or something like that......

Any thoughts, suggestions on this?

Setting aside the issue of what your governing documents say regarding the levy of the fees -

If you actually pay for a cleaning person to come behind and clean after a move then it would seem reasonable to pass that along. Or if the cleaning crew had to spend extra time cleaning (and charged accordingly) then it is reasonable to pass this along.

If on the other hand you have a full time cleaning person (or for some other reason won't see additional cost associated with this event), then you have no fees to pass along.
