A great place to start would be to copy your California "DAVIS/STERLING ACT" which is the State laws for HOAs. Know what you can or cannot do at the State level. Then that knowledge trickles down into interpreting your own governing documents.

If you have a manager ask them for websites that explain or clarify Sterling Davis or call a management company in your area and ask them, they should be able to guide you to websites or a law firm that maintains one. another location is CAI at www.caionline.org I beleive that has many articles and other reference material that is not strictly state related that will help with the basics of being on a Board.

The library of this very website is great or go to http://www.hindmansanchez.com/index.html although they deal specifically with Colorado law, I find them to be very informative.
