1. When My Board of Directors were chosen the first order of business is to take over our Guest Parking. They told everyone that they were going to park their Trucks in the Guest Parking and whenever someone wanted to have guest you can call one of the Board of Directors on the phone and make a request for them to remove their vehicle. We have four (4) guest parking spaces.

2. Our first Management Company received our first months HOA fees and denied the fact they had receive it. I informed our three Board of Directors of the situation and they did not want to do anything about it. I had to prove to the Management Company that the money was sent and they cashed the checks. I requested the Management Company to give me a Statement of our account and I found out they were unable to account for our money. Again, I contacted the President of the Board and he finally agreed to contact the management company and meet with them. In the meeting the Management Company made a decision to Terminate our Services and their reasons were due to me complaining and they told my Three Board of Directors that they were going to teach them how to be Board Members - But now they have to terminate the Services.

I recommeded our present Management Company and when they received our account information it was determined that the bills were not paid and our records were not computerized it was being managed in a folder.

3. We received the Annual Property Tax Bill. Because of the way the Builder turned in the paperwork we received One Bill based on Land and Improvements. The Board of Director's outsourced the Bill to an Escrow Company. I found out that the Escrow Company did not understand the Bill. I set-up a conference call with the Escrow Company Representative and the L.A. County Assessor's Office to discuss the Bill. The L.A. County Assessor's Office explained that it was recommended that we pay the bill in 1/6 (six units equality)- because the Bill created a Negative Supplemental Refund based on the Unit Prices that was going to refund us back the differences. Based on the influence from the Escrow Company Representative she told the Board Members that she came up with an percentage that we did not have to pay the bill in equality. The Board Members agreed with her and the Bill was paid in both installments incorrectly. The two bedrooms paid in less and received a bigger refund from the L.A. County Controllers Office and the three bedroom paid in more and received back less from the L.A. County Controllers Office. Basicly the three bedrooms overpaid their Annuall Property Taxes and they don't realize it.

I refused to pay the second installment with the Board Members I informed the Management Company that I was going to send my payment directly into the L.A. Controller Office. I started receiving threats from the Board of Directors trying to force me into paying the bill a long with them to make one check. I had to call the Police to my home the Secretary of the Board started calling me on the phone and banging on my door try to force me to write the check to pay for the property tax bill to them.

It's been over a year and we have no reserves and our checking acount is not set-up with any interest, CD's, money-market accounts and they refuse to regulate the CC&R's.

I don't know what to do. I cannot afford an attorney. My next door neighbor is Asian and is scared of them and the other neighbor is a young Espanic Couple shy to do anything they just play along with my Board of Directors.

These three Board of Directors want to run this place like bullies. You have to obey them. Things cannot keep going on like this. Something need to be done.

Can we help you? I honestly don't know. I doubt anyone could take your post and figure out what is going on. Most of the time when people post here, we understand there is a lot we don't really know. From your post, there is so much information to sort out we will end up throwing darts.

If you would start by telling us a little about your association and about how and if you hold a board position or how much you have been involved in this mess, as described.

Then, do a bullet letter or a prioritized post to us listing each separate concern.

Get your thoughts together and list them in order.

If anyone is coming to your door and acting in a threatening manner, call the cops, get a restraining order. Go to a legal aid society and see if they cam help you get your concerns in order.

I am sure you will get other replies here and receive good advise, but this is how it strikes me.
