could someone tell me what some of the resposibilities of this committee could or should be?
we are an already developed community. most of the capital improvements have been done.Some decks are in need of replacement we have fencing that one day needs replacing. my thought for this committee could be to bridge better communication with the PM so that when major repacements are to be done this committee could have imput.ther are folks whit expertise in the construction arena when we think of best materials.any thoughts?

One good rule of thumb for any committee like this is to leave all personal feelings out of any decisions you make, ie; if you like the look or something or not, and just follow what is allowed and not allowed. Stick to the facts.

Have you looked at your CCRs? I would be surprised that there is not an article addressing Architectural Control. Under this article should be a description of the Architectural Committee; what their resp. and authority encompass, the authority for the Architectural Committee to adopt, amend and repeal rules (the architectural rules) and the appeal process. At least that's what's included in my CCRs under architectural control.
