how far in advance of the annual meeting do you start the nomination process?

Our association has never done this even though it is in our bylaws. The SOP is to ask for volunteers. Then the PM runs the show. I want to hold everyone to the bylaws and have a proper election.

Any advice?

Ruth our CC&R's call for the nominating committee to be formed 120 days before the annual meeting which is what we do:

Section 2.2. Nomination of Trustees. Nomination for Election to the Board of Trustees shall be made by a Nominating Committee, except for those appointed by Declarant. Nominations may also be made from the floor at the annual meeting. The Nominating Committee shall consist of a Chairman, who need not be a member of the Association but who shall be a member of the Board of Trustees and two or more other members of said committee who shall be members of the Association. The Nominating Committee shall be appointed by the Board of Trustees 120 days prior to each annual meeting of the members, to serve until the close of the annual meeting. The Nominating Committee shall make as many nominations for election to the Board of Trustees as it shall in its discretion determine, but no less than the number of
vacancies that are members or non-members.

My bylaws are silent on this; however, the bylaws of my former assn did require a nominating committee be appointed by the BOD. This was to take place at the annual meeting and the committee would serve from the close of the annual meeting until the next annual meeting. Therefore, the nominating committee would have a whole year to obtain enough candidates to fill the slate. BTW, the BOD never did it that way. The Nominating Committee usually was appointed about 3-4 months b/4 the annual meeting.

This is what I am trying to move them towards. Right now it goes like this:

Annual Meeting.... some agenda items are discussed.... PM hurries things along.... PM asks for volunteers to be on the board.... When they have 5 they bring them all up to the front and they get to pick what office they want to hold.

That is until I started asking questions about the financials. All of a sudden two months later I am told that I was only President Pro Tem and voted out by the old guard.

I am slowly but surely getting the owners to take "ownership" and stop gripping about things and stand up. If they won't I am not going to be hung out to dry.
