I live in a 65 unit townhouse complex with about 25 more to be built and then it is complete. I am finding that the homeowner has no say in any of the business matters. It appears that we are paying about fifty dollars an hour for yard service as the developer is the one providing the service.

That's not uncommon! While the declarant is in control of the assn he runs the show pretty much as he pleases. Check out your CCRs to seen when turnover occurs. It should be b/4 the development is built out. Look under "membership" and "voting rights". It should talk about "class A" and "class B" memberships and state when the "class B" membership (the declarant) expires. Only then will the members have any say so in the operation of the assn.
