If a resident owner is delinquent in the payment of dues, can the HOA Board legitimately refuse to issue a pool key(for one example) to that person until they pay up what is owed?

Check your CCRs! In most instances a member who is delinquent is 'not in good standing' and often will be stripped of his right to vote in HOA elections and have use of amenities. If this is so stated in your CCRs then, yes, the pool key can be taken back or not issued at all.

In our HOA, a delinquency means the homeowner loses access to amenities AND voting privileges until the fees are brought current. This is written in our CCRs.

I understand some people may balk at losing the voting privileges, but frankly if that homeowner can't be bothered to pay on time or at least come up with a payment plan, I don't think he or she has a right to cast in a vote that's going to affect me, especially when I'm busting my arse getting the bills paid.

In my former HOA, voting was just about the only privilege one had that meant anything, and could be taken away. I think it's pretty common to have it written in the docs that only members in good standing can vote... Even in the US, your right to vote is removed if you break the law (some), why shouldn't it be removed if you break your contract?

I pay my dues, I get to vote. I steal money from the HOA, why should I get to vote?

Its pretty common to deny a member who has not paid dues (not in good standing) access to common areas. But it all depends on your condo docs.
