Hi all,

What do you do to make sure your community stays clean? I live in a particularly windy area. In our last 3 newsletters residents have been reminded of this and requested to secure their trash and re-cycles but there has been no improvement. Trash day remains a haven for the black birds and buzzards.

While our covenants address trash by saying it has to be in a container with a closed lid it says nothing about re-cycles and some of the containers are the old boxes without a lid (county issued). There also is not authority to fine violators. Everything that gets dislodged becomes someone elseโ€™s problem in their yard and/or the common areas.

How do you motivate supposedly grown adults to properly dispose their trash?

Hire someone to pick it up - then tell the residents what you had to do, since some of them are slobs.

(Do you have ordinance officers in your municipality? I'm surprised the HOA hasn't gotten a ticket.)

"Hire someone to pick it up" In your experience does this really help solve the problem or does this become a routine expense? Also, some of our homes back up to private or county property would there be a conflict if we cleaned it?

Do you have any experience with setting up an enforcement committee?

I have no solution. Adults who are so ignorant seem to be beyond education. Seems your only answer would be to prevail the "good" owners to help out and as suggested notify owner that someone will be hired to pick up the litter which will increase their assessment.

You MUST have some kind of blight laws in your community. (abandoned cars, tires, blowing junk, disrepaired or falling down buildings) Get on the phone to your local town or county and find out who can issue tickets.

No - I don't have any ideas on enforcement. I was being facetious

We had a similar problem, especially with tenant units, so we created a rule stating the trash cans have to be kept in the garage until the night before trash day and they must be back inside by 9am the day after. It really cut down on trash littering our streets.

I know there is something about junk vehicles so the search is on. But check out what I found in our county code, specifically for trash collection.

"Note: Clean up in common collection areas should be shared by all. The clean up of trash that is spilled and/or spread by animals or wind is the responsibility of the resident."
