Currently we have an issue with an owner in our complex. He has several maintenance issues with his place. Primarily with a leaking toilet seal that drips into the covered parking area. He as also failed to pay his dues and special assessments. Finally, his tenants place a large amount of items next to the dumpster that is not taken away. These items are mattresses and a sleeper sofa. How do we/I get results from an owner who just does not want to participate or follow the rules?

Try a civil suit in the appropriate court of law.

After you get a court order ... you can call the judge if he does not comply ... and probably get an arrest warrant issued.

Send him an itemized "bill" that states what costs would be IF the Board makes the repairs, along with a date that he must fix these things, or the board will complete the tasks.
Then take him to Small Claims if he fails to do them, and the Board does.
