Courtyard Condos in Brownsville, TX has become a big mess. Noone knows who the board members are, they change managers like underwear, the managers never know anything (mostly, because they aren't even there that long), the condos are not insured (as the owners are led to believe), and the whole place is in debt, and several owners are delinquent (never pay their dues) but nothing is being done.

There's criminal activity going on 24/7 since some owners have bought several units and rent them out to anyone. The whole place is HORRIBLE.

Now, the question is...what do the good owners do? They are hanging on by a string (some have even abandoned their units because they've deterioated) and continue to pay their dues (which noone knows what they're good for since nothing has been done there).

What can be done? Who do the complaints go to? There's no association to be found, no names, no meetings, noone knows anything. When one manager tried to get some legal action done, he was threatened with his life by one of the owners who rents to criminals...

Any tips?? Who do we complain to, what do the good people do?

I'm sorry to tell you this but there is no magic place or office that will fix this for you. The good people who sat back and did nothing while the community got into this condition are the same people who need to band together and take back their community. It won't happen overnight and it won't be easy or cheap but it can be done. All suspected criminal activity should be reported to the police, that's their job; if you are willing to work with them they will help. Stop in and visit them and ask for suggestions. Criminals do not like a police presence, get them to do more drive throughs of your complex. Once a month on a Saturday or Sunday have a police appreciation day at you clubhouse or someone's home with a cook out with free food and soft drinks. That's the easy part.

The tough part will be getting your community back into the black and running right, the steps to do it should be in your CC&R's (Covenants, Conditions and Restrictions) the documents you should have received when you bought your condo. If you don't have them they should be available from the MC (for a fee) or the County Recorder's Office and may be on-line. They will tell how to call a special meeting and remove the current BOD and replace them with good people who are willing to work to better the community. Good luck in taking back your community.
