How does your HOA handle bids for services? If one person (ie Board President or Property Mgr.) handles the process, how do you know if there are any kickbacks involved?

One board member may handle the process of sending out the bids and organizing them when they're returned; however the whole board should be reviewing them and deciding which one to accept.

Our (non-PM, self-managed BOD) tries to get at least 3 bids for any contract, which I'd venture is SOP for collecting vendor services.

PMs tend to favor vendors they know. Which is okay in a vacuum, though there's always the possibility of $$$ favors in return for contract favors.

Whether you get one bid or 10, kickbacks can occur. Start by adding an ethics clause to your management contract and all bids and contracts. It should state somethng to the effect that all benefitws dervied from the contract should go to the association, and require the signatories to attest that they have neither given nor received any benefit not stated in the contract.

Doesn't mean people won't ignore it, but it puts people on notice that you want things run above board. Also, most people don't like to actually sign things if it isn't accurate and truthful.
