Is it wise to have board members seeking quotes from providers for a service, or should that be the sole responsibility of the property manager?

It is best to have one person get all of the bids so the Board can get some consistency from which to select a vendor. Why not ask your PM to get bids from the providers you want included?

When the assn contracts with a mgmt co, this is usually the resp. of the P.M. However, nothing prevents a board member from suggesting a contractor for a potential bid. I doubt there is anything written anywhere that outlines who must solicit bids.

The most common way is that the Association Property Manager gets all the bids from the vendors. It is not uncommon that board members also do their own
homework and get their own quotes to help make a better decision. (As long the board members are doing this for the benefit of the community at large and not their own benefits).

Bidders suggested by Membership are a good thing. PMs often stick with vendors they know.

Its amazing how their 3 bids are usually the highest of all the bids if you tack on 3 contractors suggested by members too.

Every once in a while you get a surprise, but usually they use high cost contractors simply because the contractors know the process and are easy for them to deal with (they often have multiple properties with them).
