One of the owners in our building (in Encino CA) kicked in the door of another
unit in a dispute over a car he thought was illegally parked in his parking
space.
The police were called and the man was arrested. The people who are tenants
are concerned re their safety. So, is the owner.
Everyone wants to know what the Association can do.

Unfortunately the only mentioned is that if there is damage to common property,
the owner responsible for the damage must pay the Association for any repairs.
Nothing is said about removal of the person.

What have other associations done to owners who have damaged common area or
property belonging to another individual owner?

As it happens there will be a board meeting tomorrow night so it would be
helpful to have any useful information.

There is nothing for you to do. This is an owner and as such has a right to his property. The association is not all things.

if tenants fear for their safety they have grounds to cancel their lease or rental agreement, and move out.

IMO, this is a matter for the police to handle. If this person damaged another owner's property then it's up to that person to go after him. This is not a matter for the HOA unless he also damaged the common area or any common element. If the tenants of the unit with the damaged door are concerned for their safety, they should contact the owner. The HOA should never get in the habit of giving the impression that they are resp. for members' safety. This only opens you up to liability issues.

unless your contract with the offender states your rights as an hoa to do X when Y happens, the board should do nothing but provide advice, and a kind ear to those who complain. HOA's are contract based organizations: you can do what's in your contract, you can't do other things. If it's not in the contract, you better be very careful about it.

#1.. you should not sign off with your signature on this site. Really, it's for your own safety and privacy.

#2 you can't interfere with this unless it becomes an HOA issue by having property damaged in a common area.

I think there is a bit of over reaction due to all the excitement to be honest.
