Our THA has owners that do not water their areas as directed in the rules. Any suggestions on a reasonable and respectful way to determine whether they are not doing so? Reminders in newsletter and minutes have not helped.

I think most associations cite the owners if the lawns show signs of drought. That and if they don't keep the weeds under control.

What you really have to look at is why you are requiring watering. If it is to keep the grass looking good, then require that the grass look good. I think stating how often to water is not nearly as good as stating that the grass must be kept watered.

W - Do homeowners pay for their water? (Excuse me for asking, but we can have water wells here and canals we candeaw from, in addition to our drinking water supply, (which we do pay for)

Perhaps it is because of the cost of the water. Be sure the board offers suggestions on other landscaping options that minimize the need for the big, green lawn.

With the economy as it is now, paying for watering the lawn is going to be way down on the priority list.
